Hiring a Chief Communications Officer in the UAE

The role of Chief Communications Officer (CCO) has become one of the most crucial decisions a business in the UAE can make. As the region’s ambitions grow and the global spotlight intensifies, the leader responsible for shaping and protecting corporate reputation carries more weight than ever.

However, there are particular challenges in the Gulf which distinguish this process from a similar one in London, New York or Frankfurt. Understanding the stakeholder environment

There is no stakeholder environment quite like the UAE, government does not only exist as a regulator but as a partner, a shareholder, a customer and a convener of industry. A CCO who has built a career managing media and investor relations in another context may be highly skilled, but will need to demonstrate an understanding of the public and private sector dynamics across the Gulf.

The best candidates demonstrate a genuine interest in the political and institutional culture of the region, not just a communications toolkit. They understand how reputation is built, invest their time in building deep relationships and recognise that those relationships may operate through less visible channels.

The bilingual and bicultural question

Arabic language capability is valued but not always essential for a CCO role in the UAE and will depend on the organisation, the sector and the stakeholder base. What matters most is humility, adaptability and cultural fluency: the ability to read a room, understand local sensitivities, and speak to audiences that span multiple nationalities, languages and expectations.

Where to find the right candidates

The talent pool for CCO-level roles in the Gulf usually draws from three sources: internationally experienced leaders willing to relocate, senior communications professionals already based in region, and those with a hybrid background – perhaps someone who grew up in the UAE, built their career in Europe or the US, and is now ready to return.

Each source has strengths and trade-offs, international relocations bring fresh perspectives and global networks but carry higher flight risk and a steeper cultural learning curve. Regionally based candidates bring immediate context but may have a narrower professional network outside the Gulf and the hybrid group often represents the best of both worlds, but are harder to find and highly competitive to hire.

Structuring the function

Before recruiting a CCO it is worth checking that the corporate affairs function itself is structured to support the role. Many organisations in the UAE are still building their communications capability and moving from a PR-led model to a fully integrated communications function that encompasses government relations, investor relations, internal communications, digital and sustainability.
